HOWTO use system_aliases exim4

Hi:
I'm trying to get exim4 to use the /etc/aliases file. I want to send
email addressed to root and postmaster to my smarthost.
For example, logcheck and cron-apt are failing when sending mail.
This used to work just fine under exim3
Address rewriting in /etc/email-addresses doesn't rewrite the TO
address. This is verified using exim -brw root
fred:/etc/exim4# exim -brw root
sender: root@fred
from: root@fred
to: root@fred
cc: root@fred
bcc: root@fred
reply-to: root@fred
env-from: root@fred
env-to: root@fred
I have /etc/aliases correct (from exim3 days), but the file isn't used:
the system_aliases tag/target/whatever doesn't get read.
The exim site has no entry in its index for this tag/target/wtf Is this
created by Debian or is it part of standard exim4?
How do I use /etc/aliases?
