You most definitely don't need a new kernel just to power off the PC. It might be as simple as (as root):
modprobe button /etc/init.d/acpid restartIf this doesn't work, you might have to rebuild the kernel to enable ACPI. Read the kernel-building docs and the README file in the kernel source tree.
I'm using kernel 2.4.27 (custom built).
