XFCE is installed in Etch here.

If a user chooses Quit from the desktop
menu, the dialogue displays Log Out,
Restart and Shut Down options.  Only
Log Out is allowed.

What changes in configuration will allow
a user to execute Restart and Shut Down?

In my /etc/sudoers file, I have a line like so:

username        hostname = NOPASSWD: /usr/sbin/xfsm-shutdown-helper

(Substitute your 'username' and 'hostname' of course.)
