I use FC4 and I had the same problem -
I got the same error messages about socket etc.

After you check the /etc/xinetd.d/telnet file (this you can find
a lot in the net) CHECK YOUR FIREWALL SETTINGS!!!

I use KDE FC4 - this was located under "security level settings"
in the 'start' menu.
