well, why you'd want to do that is beyond me, but, most wm let you define the appropriate action for different file types. Its just a matter of defining "dpkg -i" as the action to perform for files that end in .deb. Each wm or file manager has a different way of defining these actions, but your best bet is to start with a right click on the item in question and check out the properties.  What wm or desktop environment are you using?

What you really should be doing though, is managing packages through a graphical package manager such as synaptic or kpackage or any number of others. Unless you're trying to install a third-party deb. frankly, the time it takes to learn how to set the default action for a .deb in whatever wm you're using would be better spent learning how to use dpkg, apt-get etc.
