Its just a matter of defining "dpkg -i" as the action to perform for files that end in .deb. Each wm or file manager has a different way of defining these actions, but your best bet is to start with a right click on the item in question and check out the properties. What wm or desktop environment are you using? What you really should be doing though, is managing packages through a graphical package manager such as synaptic or kpackage or any number of others.
