Using apt-zip still requires that you have added some network sources in
your sources.list. Once you've done an 'apt-get update' you can run
apt-zip to produce a script with URLs in it. (Does the generated script
work on cygwin on windows?)

I don't know exactly how to do an 'apt-get update' on a machine that
doesn't have ANY network at all, but I'm sure someone on here does.
