KDE Control Center / Password & User Account

Hi

As normal user i like to change image in kde control center, but it
seems i am not allowed by the root user. I can nowhere find a way to
change this. When i click in KDE Control Center -> Security & Privacy
-> Password & User Account on the button to change the image i get to
see the following message "Your administrator has disallowed changing
your image." ... i already search through google but i could not find
an answer there. Do you people know how i can do this?
