Please use appropriate mailing list. This is debian-user mailing list. 
kubuntu is not Debian. It is based on Debian but not Debian.

Using KDE 3.5, Debian unstable.

kpdf -> settings -> configure kpdf -> watch file
The size of the document is saved across the different kpdf invocations. 
So, open kpdf then set to size to "fit width". The next time you open 
the document, it will be opened at "fit width" size.
