Why not let the 'president' make a mpeg movie (gives him the chance
to correct mistakes) with an ordinary web cam or videocamera recorder
and put that on a internal web site and mail everybody the link?

It gives him the chance to judge his performance beforehand himself,
edit out errors, and costs a lot of less effort to implement.
