It appears that apt does not want to upgrade to kde 3.3.2 and wants to retain 
version 3.2.3
Which debian version are you using and which kde 3.2.3 packages got you 
installed? It may be you have got some apt pinning or you are trying to 
install packages with wrong dependencies (i.e wrong debian version). Are you 
perhaps running sarge and trying to download sid packages??
