If you upgraded XFree to Xorg, the Driver in the InputDevice section
should be changed from "keyboard" to "kbd". And of course the Option
"XkbLayout" should be correct (I guess in your case "de"), but you
probably have those already covered.

You could also try to (re)install one of the de-keymaps, eventhough I'm
not sure if that affects the behavior in X.

$ install-keymap /usr/share/keymaps/i386/qwertz/de.kmap.gz
or
$ install-keymap /usr/share/keymaps/i386/qwertz/de-latin1.kmap.gz
or
$ install-keymap /usr/share/keymaps/i386/qwertz/de-latin1-nodeadkeys.kmap.gz

`install-keymap` stores the keymap to /etc/console/boottime.kmap.gz, so
it is restored in boot. You can also change the keymap temporarily with
`loadkeys`.
