Sorry, I just noticed that I was mistaken about the problem here. It looks like the removal scripts are complaining about a missing file, /etc/webmin/webmin.acl. Try: touch /etc/webmin/webmin.acl Then try to purge it again.
Does anyone know a way of forcing apt/dpkg to forget that a package even exists? If you don't care about whether it's really purged, you can just replace the post-installation script with a do-nothing executable script, i.e. one that just the runs runs "true" or the equivalent. Otherwise you could replace the script and rerun the purge command. Since I don't run webmin I don't have it handy, but you can just extract it from the .deb using dpkg -x <filename, directory>
