As already indicated, people want to be informed about
activities/problems relating to their database so an MTA is required so
the information can be sent to a local or remote email spool/address.

Exim4 would be specifically listed because it is the default MTA in
Debian, but any packing including mail-transport-agent in its provides
line will satisfy the dependency if you prefer a different MTA.

If you are insistent about not having an MTA you could use equivs to
create a dummy package that lists mail-transport-agent on it's
provides line. I consider that to be a bad thing to do but certainly
doable, there could be some undesirable side effects if an MTA is
expected to be present and it is not there (if not with MySQL then with
something else later on).
