hotplug lacks /etc/hotplug/usermap file



I'm running debian sarge 2.6.8-2-686, and have hotplug
installed. However, I'm having trouble accessing a digital camera, and
find that there's no usermap file. 

$ apt-show-versions hotplug
hotplug/stable uptodate 0.0.20040329-22

In /pro/bus/usb/devices I have:

But gphoto2 can't detect my camera.

My impression is that I can simply plug in the camera to my usb hub,
run gphoto2, and it should detect the camera (Canon Powershot A510).
