you can set /etc/inittab so ctrl+alt+del shutdown instead of rebooting...
look for a line like
# What to do when CTRL-ALT-DEL is pressed.
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -r now
and change to
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -h now
this should do the job =)
