A quick google search gives me:  http://www.alsa-project.org/

There is a button at the top of the page for bug submission.  You have to 
register for a free account to submit. 

Do search their and outside bug and forums (mailing list archives included) 
before you submit.  Also, I would provide the snippet from the dmesg when the 
sound card tries to load, just for good measure.
