Earlier versions of the leafnode package modified /etc/inetd.conf, but
1.11.3.rel doesn't - though an upgrade from an earlier version is
fine. Since the usual Debian view is that if you install a package it
should be configured automatically on the assumption that it's going
to be used, this counts as a bug, IMO. I'll send a bug report.
 
After adding the line you suggest, running
	# kill -1 $(pidof inetd)
as root will restart inetd and (I hope) make the OP's problem go away.
