I see you've already had a couple of responses saying that they don't
believe this is a bug.  If you'd looked at the BTS then you would see
bug 286235 which hints that the meta package might want to Suggest
x-window-system-core which is probably a fair point.

I do intend to fix this, in fact I shall commit a fix to SVN for you now
how's that? :)

Obviously this won't be fixed in stable for some time.
