Checking packages.debian.org suggests that you need one of these:
libncurses5-dev
libncursesw5-dev
elks-libc
.. most likely 'libncurses5-dev'. Installing that should allow you to continue
'./configure'ing.
This is the search I used -- it searches testing for all packages containing
'termcap.h'
