naah, thats not it. I think you must write those 4 images ( http://ftp.debian.org/debian/dists/sarge/main/installer-i386/current/images/floppy/ ) to floppyes.
And not just copy.. Under linux use 'dd if=file.img of=/dev/fd0' , under windows use rawrite.
