When I manually browse the archive, the file geniunely doesn't exist - the nearest one is uw-imapd_2002edebian1-9_powerpc.deb. So why is my system looking for a file that doesn't exist, and how do I fix it?

Are you observing the "Archive_Maintenance_In_Progress" file?  I've never
experienced an out-of-sync archive, but I've always assumed that the purpose
of this file is to warn users of that condition.
