Something like icewm along with gkrellm might be your best bet.  Windowmaker 
(and maybe the rest of Gnustep) or Enlightenment (e16, not e17) might be 
worth looking into as well, but it's been a long time since I really worried 
about the memory requirements of such things, so you'll need to experiment a 
bit.
