You're probably setting it in the wrong place. Go to Control Center,
Appearance & Themes, Fonts, and choose "Adjust All Fonts..." to set most
stuff quickly. There are other settings within konqueror though, if you
still need to set your icon labels' fonts: "Settings"->"Configure
Konqueror"->Appearance, and "Settings"->"Configure Konqueror"->Fonts.
