They are. Not exactly by country, but according to region - e.g.
APNIC holds a list of IP's for the Asia Pacific region, ARIN for the
Americas, RIPE NCC for Europe... RIR's then allocate IP addresses to
the ISP's - thus it can be deduced as to where geographically an IP
would be coming from.
