Don't know what precisely you want to achieve, but system time usually
depends on two factors:

* hardware clock, and whether it is UTC or localtime
* time zone, which basically specifies an offset from UTC

So, if e.g. you want to set your hardware clock to UTC instead of localtime,
use the hwclock command with --utc option (man hwclock, /etc/adjtime).

If you even want system time to be UTC, just choose a timezone with offset
0 from UTC (don't know, Ireland? Iceland? ...) with the tz tools.

If all that is not what you want, maybe you could give further details.
