See the ls info page, which says:
`S'
If the setuid or setgid bit is set but the corresponding
executable bit is not set.
See the chmod(1) and chmod(2) man pages for more information on what
these bits do.

With chmod, of course... just chmod the directories to have the
permissions you want.
