because one want his usb serial palm craddle to be always bound to
/dev/pilot instead of changing from /dev/ttyUSB0 to /dev/ttyUSB1 etc each
time it is unplugged/plugged , no ?

Mind linux 2.6 does not even try to bind a device to the same file ,
there is no way to do this reliably. Why do it unreliably.

Or do you want a list of all existing devices with their blacklist
 and so on the kernel ?
udev/hotplug work well 

PS: for udev howto, look after gentoo documentation. They have the best
one out there.
