The only time I had this problem, I had cleared out the contents
of /etc/kde3/kdm-- I can't remember now why. You should have something
like the following:
$ ls -l /etc/kde3/kdm

My /etc/kde3/kdm was empty, and I had the same symptoms as you. Purging and
reinstalling kdm didn't restore the files; I had to use dpkg -x to extract
the default files into that directory. Once I did that, I had my sessions
back.
