My experience is limited, but in order to use FAX connections on VOIP
you need to notify your VOIP provider to disable compression and send
the connection in a RAW format, I'm sure the same applies for a
standard modem connection.

Maybe an option to look at would be just using direct network (over
the internet) connections to these things you dialup to... but those
options depend on _what_ you're actually calling.
