Its been a while since I used publisher, but even the early versions (last
millennia) has some output function that made postscript files, something to
do with 'preparing' to take to a print shop or the like.

Publisher 2000 will save as almost any version of Word, various WP5, rich text and PostScript. Whether it does it well probably depends on content. I don't believe any Windows software other than possibly other DTP stuff will open Publisher files. Serif Page Plus 9 won't touch them.
