Anonymous ftp not working

Anonymous ftp not working:

#  /etc/services has this:
ftp             21/tcp

I found out that I don't have the following in /etc/inetd.conf

ftp     stream  tcp     nowait  root    /usr/sbin/tcpd  wu.ftpd

I also do not have these 2 files: /etc/ftpaccess and /etc/ftpconversions

What needs to be done in order to allow anonymous ftp.
