That's very strange (as is the behavior of your other system).  Have
you tried another "apt-get update" to see if there was some "oops" in
the package lists that has since been fixed? 
http://www.debian.org/distrib/packages definitely lists perl as
existing in testing.  I'm running unstable, and perl is present there.
 Since you've got both distributions available, that one should at
least be picked up.

You might also try "apt-get -t testing install perl".  At some point
you'll probably also want to run "apt-get -f install".
