apt.conf does not recognise distro name

I have my sources.list refer to particular distros such as "woody", 
"sarge", etc.  not "stable", "testing", etc
When I put "APT::Default-Release "woody" in /etc/apt/apt.conf, apt 
ignores it.  apt only seems to recognise "stable", "testing", 
"unstable", etc.

I think this is a bug and should be fixed for all distros.
