ext3 is a journaling filesystem.  The space is used for the journal.  If you
do not want to give up so much space, reformat with a smaller filesystem block
size and then reduce the size of the journal to the minumum (1 MB journal for
1 k block size, 4 MB journal for 4 k block size).
