I solved the problem by disabling the spam check in the acl.
This only has a couple of vars that can be used to trigger the spam reports. After disabling that and setting up a router and transport and making an /etc/spamassassin/local.cf with the headers like I want, the problem is gone.
Do you mean that instead of DATA phase you are now checking for spam upon local delivery?
