I'm in a "discussion" with udev right now, too.

My understanding at this point is that udev runs at boot, when it
creates /dev, and whenever a module is loaded. My guess is that what you
see is normal.

Probably there's a rule that tells it to. Look at /etc/udev to see the
rules, and at /usr/doc/share/udev to understand them. I don't know
enough yet to give a specific answer.
