I would like to help, but you have misunderstood what gettext is.
It is a standard way to add i18n and l10n to programs. Not a program or
package.
There are package that include gettext libraries for each language. 
libintl-perl, libintl-gettext-ruby, liblocale-gettext-perl, gettext  ...
See apt-cache search gettext for more .


gettext-base contains the "library" for unix shell scripts and c programs.
It should be enough for most uses.
