The Bugzilla discussion
https://bugzilla.mozilla.org/show_bug.cgi?id=88810; 10 days old.
includes a tip that I believe works: put the line
user_pref("mozilla.widget.raise-on-setfocus", false);
in user.js in the profile directory.  This seems to suppress the
annoying behaviour.
