Simple security measure...
Let's say your machine needs high-availability. For some reason (say..
in a mixed server/desktop environment) you still want/need users to be
able to connect on your X Server.
Since as I said you're in an high-availability environment, you don't
want just everybody to shut down your computer as it performs some
time/mission-critical task, right ?
