For the archive:
I used "dpkg-reconfigure exim4-config" and said YES at "Keep number of
DNS-queries minimal (Dial-on-Demand)?"
This added dc_minimaldns='true' to /etc/exim4/update-exim4.conf.conf
as described in /usr/share/doc/exim4/README.Debian.gz
