KDE probably has some sort of configuration panel, but the easiest way
to do it is to open up a shell and type:

    setxkbmap be

list of what options you can use should be in
/usr/X11R6/lib/X11/xkb/keymap/sgi/.

that will only change it for the current session, though.  i don't know
how to change it for every time you log into KDE.
