Yes it is. I tried this document:

Compiling it once and then converting to using "dvips -o testdoc.ps testdoc.dvi" gave a perfectly readable/viewable PS file.

What I can suggest is, compare the log file I have listed below and see if you can easily spot the problem. Otherwise, I guess you should give comp.text.tex newsgroup a shot.

BTW, I noticed tetex-bin, IIRC, was upated this morning in Sarge.
