Dunno about octave, but I wrote my thesis in astrophysics almost 
entirely on R: http://r-project.org/

It is really brilliant, very one-to-one about code and math. Very strong 
community of highly qualified programmers. And it is just an 
apt-get install r-base 
away... :-)
