This question is probably more appropriate for the ubunutu-users mailing
list, but the short answer is, ubuntu aims to be just like the other
stable debian branches i.e. packages filter into it from unstable, it
gets frozen, then security updates are performed. It is not compatible
with woody or sarge, just as woody and sarge aren't compatible with
potato or sid.
