You have to be root to do that.

But in any case, it would be better to figure out why dpkg-reconfigure
does not work. Because this indicates a general problem.

can you please send the error message again? (you gave two versions so
far...)

what version of debian are you using?

If you are using testing or sid it might be a good idea to do an

apt-get update
apt-get upgrade
