You could try simlinking /var/cache/apt/archives to a directory on
another partition or if you have a completely spare partition, you could
mount it on /var/cache/apt/archives/
The latter method tends to work for me - I export my archives as an NFS
share and then mount it on other machines that I want to update without
downloading all the packages again. (I know there are better ways, but
this is simple and seems to work ok.)
