I notice that the other replies are mainly geared towards suggesting a
'real' database (MySQL, PostgreSQL etc.), together with some kind of
friendly GUI frontend.  This may well be what you require; without
further details it's hard to say.

However, you may be interested to know that OpenOffice version 2.0, due
for release 'soon', will contain a standalone database component,
presumably rather like Access:
