It's really easy to set up your own "dists" directory with a tweaked 
'Packages.gz' in it.

In the FOSS world this is generally done by individual hackers using 
perl, and occasionally they package it.  But if it's not available just 
write it yourself, hacking something for personal use only.  That's what 
I've done.
