in either case, a via cpu based ( mini-itx motherboard) works for both
needs with a ($40-$80) dc-dc power supply
- lots of folks reselling the dc-dc power supply
( ituner.com aka mini-box.com is the original manufacturer )
you can get it cheap too
$ 100 or way less for the (low end) mini-itx mb + cpu
$ 50 for 256MB of memory or generic super cheap 512MB on sale
$ 80 for dc-dc power supply + wall adaptor or your car battery
$ 40 for 40GB of disk
$ 5 i'd still add a couple extra el-cheapo fans for the disks
+ your fav used case ... or 1u or giant mini-itx cubes/shuttles
+ lots of your time to build and configure it
