Creating a new package

I've found a piece of software that I would like to play with.
IIRC is't called proxsmtpd, a relative of clamsmtpd which is already a .deb

It's promising enough that if I end up using it, I would like to learn 
how to make packages for Debian.

Where would I start if I was interested in providing a package for Debian?
